The earliest known picture postcard was postmarked 1840 in London. It was a hand-painted caricature of postal workers, and was believed to have been a practical joke. In the United States, the Post Office was the only establishment allowed to print postcards until 1898, when Congress passed the Private Mailing Card Act, which allowed private publishers to produce postcards. In 1907, the “divided back” concept was born, so private citizens could write on the address side of the postcard, allowing for images on the other side.
